Pages remember how far down a visitor scrolled and put them back in the same spot the next time they open it — after a reload, a closed tab, or a whole session later. Sidebars, feeds and any other panel that scrolls on its own keep their own place too, so a long list does not jump back to the first item. Anchor links still win, because someone clicking a link to a specific section clearly wants that section. Positions expire after a window you choose, from an hour to a full day, and there is a way to wipe the memory for a page whenever you need a clean start.
