Shiny Cards are a nice way to implement an eye-catcher on your website. They work with a custom "mouse-over" interaction and a little hover effect. They have some gradients for the glow, a vector noise texture and some emblems (in this case the Webflow logo).
You can completely change the cards the way you like, feel free to copy the projects.
